A three phased program was developed to comply with SRF scheduling requirements and to fast-track the replacement of the clearwell and pump station. The components of the three phases are described below.

Phase 1 - New Clearwell and Pump Station
  1. 675,000 gallon cast in place concrete clearwell;
  2. Combined finished water / backwash water pump station;
  3. Replace lagoon overflow structures; and
  4. Site work
Phase 2 - Water Distribution System Improvements
  1. Storey Ave/Interstate 95 crossing water main replacement;
  2. Green Street, Newbury water main replacement (2,500 lf); and
  3. Dead end water main elimination:
    1. New 8” main on Bowlen Ave in Newburyport from Myrtle Ave to bend in road (250 lf)
    2. New 8” main on Hope Ave in Newburyport from Bowlen Ave (300 lf)
    3. New 8” main on Goldsmith Drive in Newburyport near Frances Drive (350 lf)
    4. New 8” main on Tracy Street in Newburyport at North Atkinson Street (150 lf)
    5. New 8” main on Finnegan Way at Dennett Drive (200 lf)
Pase 3 - WTP Building Upgrade / WTP Process Equipment Replacement / Residuals Improvements / WTP SCADA Upgrade
  1. Residuals improvements:
    1. 425,000 gallon cast-in place concrete equalization tank for waste filter backwash water
    2. Recycle pumps
    3. New sand and gravel in drying bed to level and provide better dewatering capability
  2. SCADA Upgrade at the WTP
  3. Process equipment replacement:
    1. Replace two existing variable speed rapid mixers
    2. Replace the two existing horizontal shaft paddle flocculators
    3. Replace two existing tracked sludge removal systems in tube settler basins
    4. Replace actuators on valves in filter pipe gallery
  4.  WTP Building System Upgrade:
    1. HVAC improvements for building
    2. New roof for WTP building
    3. New windows throughout WTP building
    4.  Install fire sprinkler system for WTP building
    5. Replace suspended ceiling in building
    6. Electrical improvements
